Hook it up after the fuel filter,before the fuel rail. start car and monitor fuel pressure, should be around 33psi. Then Disconnect the vaccum line from the regulator, fuel pressure should go to 43psi. Turn car off and monitor fuel pressure, if fuel pressure drops, re-prime system,turn car off, and block off the line after the regulator(going to the tank). If the pressure now does not drop, your regulator is bad. "Lag", or hesitation can be caused by lots of things. I would first start by making sure all your connectors are properly connected and not corroded. Scan for codes? Based on what you've told us, I don't believe it's a fuel issue though
